Summary:
Signals Defense is currently hiring a Business Development professional to support our growing organization. The successful candidate for this position will lead business development strategy, customer engagement, and opportunity identification. The candidate will be responsible for identifying and pursuing security-related government and commercial opportunities, building strong relationships, navigating procurement processes (like RFP and RFQ), developing strategic capture plans, supporting proposal development, and providing market intelligence to achieve sales targets.
Responsibilities:
- Develop and establishe relationships between the company, strategic partners, government and commercial contacts
- Identify, develop, and implement near-term and long-term business strategies that provide the business an opportunity to grow revenue
- Responsible for the maintenance of long-term business relationships with contractors and partners to maintain a high level of satisfaction and increase Signals Defense revenues
- Serve as the primary interface for all Signals Defense products and service by ensuring they understand our customers’ continuing business needs and align those needs with Signals Defense capabilities to provide full life-cycle solutions
- Maintains direct contact with customers before and after the sale
- Supports sales team by developing and maintaining positive customer relations with clients/customers
- Work with marketing team to develop and create necessary materials for sales team
- Strategic marketing analysis
- Pipeline management
- Collaboration with internal Signals Defense Teams – work closely with marketing, operations, and product management teams
- Representing Signals Defense at relevant industry trade shows, conferences, and networking events relevant to government and security sectors
Required Education and Experience
- Bachelor’s degree and 7+ years or more of construction, security, and/or technology experience
- Minimum 5 years’ Business Development experience, preferred construction, project management, security, or technology
- Current knowledge of government security entities
- Outstanding record of success leading teams and winning large new business opportunities and improving bid and program profitability
- Outstanding verbal, writing, and inter-personals skills needed to communicate effectively and persuasively with personnel at all levels, both in customer spaces and within Signals Defense
- Knowledge of government contracting, acquisition trends, customer buying behaviors, and industry business development best practices
- US Citizenship is required to access government facilities
Project Manager
Job Title: Project Manager

Summary:
We are seeking a detail-oriented and experienced Project Manager to oversee the planning, coordination, and execution of window film and window treatment installations for commercial and government facilities. This role is responsible for managing multiple projects from inception to completion, ensuring quality workmanship, compliance with contract requirements, and adherence to timelines and budgets.
Responsibilities
- Project Planning & Coordination:
- Review project specifications, blueprints, and contracts to determine scope and deliverables
- Coordinate with sales, estimating, procurement, and installation teams to develop project schedules
- Manage project timelines, logistics, and resource allocation
- Client & Stakeholder Communication:
- Serve as the primary point of contact for clients, contractors, and government agencies
- Conduct pre-installation meetings, site visits, and progress reviews with clients and stakeholders
- Provide regular project updates and manage client expectations
- Vendor & Subcontractor Management:
- Source and coordinate subcontractors, suppliers, and installers
- Ensure all work meets company standards, safety regulations, and project requirements
- Verify that subcontractors meet licensing, insurance, and compliance requirements
- Installation Oversight:
- Oversee field operations, ensuring installation of window films (e.g., SD RF/IR, solar, security, privacy) and window treatments (e.g., blinds, shades, drapes) meet quality standards
- Troubleshoot issues on-site and provide technical guidance to installers
- Ensure safety protocols are followed at all job sites
- Budget & Documentation:
- Track project costs, change orders, and labor to ensure profitability
- Maintain accurate project documentation including RFIs, submittals, daily logs, and close-out packages
- Prepare and submit project billing and ensure timely collection
- Compliance & Quality Control:
- Ensure all work complies with local building codes, federal and state regulations, and contractual obligations (including government-specific requirements such as Davis-Bacon, FAR, etc.)
- Implement and enforce quality control measures across all phases of the project
Educational and Professional Qualifications
Required Qualifications
- 3+ years of project management experience in construction or facility services
- Proven ability to manage commercial and government projects
- Strong understanding of building codes, safety regulations, and government contracting (eg: GSA, DoD, VA Projects)
- Proficiency in project management software (eg: Procore, MS Project) and MS Office Suite
- Excellent communication, organizational, and leadership skills
- Valid driver’s license and ability to travel to job sites as needed
- US citizenship is required to access government facilities
Preferred Qualifications
- PMP or equivalent project management certification
- OSHA 30 certification
- Familiarity with LEED, energy efficiency standards, and sustainable building practices
Knowledge and understanding of window film and window treatment installation practices, including materials, techniques, and typical project workflows
Estimator
Job Title: Estimator – Window Film and Window Treatments
Department: Operations
Location: 3 Easter Court, Suite L. Owings Mills, MD 21117
Travel – Up to 10%
Summary:
Signals Defense is seeking a detail-oriented and motivated Estimator to join our team, specializing in window film products and services. The Estimator will be responsible for assessing project requirements, analyzing drawings and specifications, preparing cost estimates, and supporting sales efforts to ensure accurate and competitive bids. This role requires a good understanding of window film products (e.g., solar, safety, decorative, privacy), installation processes, and materials.
Responsibilities
- Review project plans, specifications, and customer requirements to prepare detailed cost estimates
- Perform site visits as needed to gather measurements and assess installation conditions
- Calculate material quantities, labor hours, and associated costs for film installation
- Work with suppliers to obtain pricing for window film and installation materials
- Collaborate with the sales team to develop competitive proposals and bids
- Prepare and present clear and accurate estimates and proposals to clients
- Maintain and update estimating tools, databases, and pricing sheets
- Assist in project handoffs to ensure a smooth transition from estimating to installation
- Communicate effectively with clients, contractors, architects, and internal teams
Educational and Professional Experience
- Proven experience as an estimator, preferably in window films, glass, glazing, or related construction trades
- Ability to read blueprints and construction drawings
- Strong mathematical and analytical skills
- Proficiency in Microsoft Excel and estimating software (experience with CRM or takeoff tools is a plus)
- Excellent communication and interpersonal skills
- Detail-oriented with strong organizational and time-management abilities
- Valid driver’s license and ability to conduct on-site visits as needed
- US citizenship is required to access government facilities
Preferred Qualifications
- Knowledge of industry codes, regulations, and film performance standards
- Familiarity with different types of window film is preferred but not necessary (solar control, safety/security, decorative, etc.)
- Previous experience working with commercial or residential film installation projects
- Technical understanding of window glazing systems and compatibility with film products
Territory Representative / Outside Sales
Job Title: Outside Sales Representative

Summary:
Signals Defense is currently hiring Territory Representatives to support our growing organization.
The successful candidate for this position will grow market share and profitability in assigned geography by managing existing Lockmasters customers and acquiring new customers. Expand and deepen relationships by physically visiting clients in market. Travel to sales calls and trade shows is required.
Essential Duties and Responsibilities:
- Outside sales calls – being in front of clients, bringing value to them, and capturing call data (CRM)
- Account Management – building, maintaining, and growing relationships with clients over the long term
- Take customer orders, open new accounts and grow existing accounts, ability to increase and generate add-on sales
- Build sustainable relationships of trust through open and interactive communication with customers
- Maintain accurate customer records by updating account information (Salesforce, Hubspot)
- Work with manufacturing and factory sales reps in market to bring value to clients
- Assist in returning product when needed
- Be qualified to position, sell, and provide technical support for products
- Educate, provide product knowledge and training to customers
- Schedule sales calls and activities to maximize selling time each day
